Anecdotal evidence from businesses suggested that migrants' willingness to undertake unskilled, low-paid jobs meant there had been disproportionate employment growth for migrant workers. It was possible that the labour market statistics were less likely to capture fully such migrants, in which case the true growth in employment would be understated.
